Homeowner call lists for insurance agents.
Florida homeowners who live in the home they own, pulled from the county tax roll by county, city or ZIP and traced to a phone number, for agents who market home, auto or life policies by phone. These are cold-call lists, not people who asked for a quote.

01Who’s on the list
Florida homeowners who live in the home.
The Florida Department of Revenue says an owner who makes a property their permanent residence, or a dependent’s, may be eligible for a homestead exemption. So a single-family home with one on the county roll is, as of that roll, the permanent home of its owner or the owner’s dependent. Every count is from the 2025 county rolls, taken October 2026; condos aren’t counted and government owners are left out.
| County | Single-family homes with a homestead exemption (owner lives there) | All single-family homes | Share |

02Build the list
Pull it yourself in Request Data.
Request Data is the list builder inside Tracer (Florida, 210 Texas counties, 85 North Carolina counties, 70 Wisconsin counties, 145 Connecticut towns, 34 Colorado counties, 38 Minnesota counties and Maricopa County, AZ). The Owner-occupied filter, Florida only, uses the same rule as the counts above: a homestead exemption on the county roll.

CountyCityZIP codesSingle family, owner-occupied
Set Property type to Single family and turn Owner-occupied on. Leave Absentee owner and Out-of-state off: those find owners who live somewhere else. Leave Owner type on Any owner: “People only (no LLCs)” drops every owner name with LLC, INC, TRUST or a similar word in it, so homes held in a family trust drop out too. Value and year built narrow it further.

Get count & price shows how many homes match and what the pull costs before you pay anything. Pick how many to pull, then Pull & trace.

Two limits: a count in the app tops out at 200,000, so a bigger total shows as 200,000; one pull returns up to 100,000 records, highest value first. In the biggest counties, narrow it by ZIP code first.
03What comes back
What each traced homeowner comes back with.
On every traced record
- The owner’s name, the home and the mailing addressfrom the county tax roll, matched to the parcel
- Phone numbers, the best one first as Phone 1, with its line typemobile or landline: best effort on a standard trace; the Verified add-on confirms it
- The caller name (CNAM) checked against the ownerso a number that belongs to someone else stands out
- Phone 1 DNC-flagged against your list and ourschecking the National Do Not Call Registry is your job
- Verified (+2¢ a record) adds a paid live carrier checkan add-on you turn on per pull; a standard trace doesn’t include it
What Tracer doesn’t have
- No vehicle, driver or DMV recordsnothing about what anyone drives
- No policies, carriers or renewal dateswe don’t know who insures a home or when
- No credit, income or claims dataand nothing to score or screen a person with

05Calling
Calls only, by the rules.
A cold call to sell a policy is telemarketing. This is not legal advice; read is skip tracing legal? for the longer answer.
Check the National DNC Registry
We flag each owner’s best number (Phone 1) against your do-not-call list and ours; checking the National Do Not Call Registry is your job. Federal rules bar telephone solicitations to numbers on it, and the rule’s safe harbor asks for a copy no more than 31 days old (47 CFR 64.1200(c)(2)).
Call within the hours
Federal rules: no telephone solicitation to a home before 8 a.m. or after 9 p.m., the called person’s local time (47 CFR 64.1200(c)(1)). Florida has its own rules too: check the Florida Telephone Solicitation Act and the Florida Telemarketing Act (section 501.616, Florida Statutes) before you set your hours.
Dial by hand, never text
Many owner numbers are cell phones, and federal rules bar autodialed or prerecorded telemarketing calls to them without the owner’s prior express written consent (47 CFR 64.1200(a)(2)). Tracer doesn’t text for you, and the lists aren’t built for texting.

Your list will differ, so test it. Fresh lists of owner-occupied homes do best; old lists full of LLCs do worse. Trace 100 records free, no card.
Can I use Tracer data for underwriting or to price a policy?
No. Tracer data is marketing contact data, not a consumer report, and LeadsUp is not a consumer reporting agency. Our acceptable use policy forbids using it to decide anyone’s coverage, eligibility, pricing or underwriting, or for any other purpose the Fair Credit Reporting Act (FCRA) covers. Use it to find homeowners to call, nothing more.
Read the acceptable use policyIs it legal to call homeowners from a list like this?
This is not legal advice. A cold call to sell insurance is telemarketing, so the federal rules apply: no calls to numbers on the National Do Not Call Registry (47 CFR 64.1200(c)(2)), none before 8 a.m. or after 9 p.m. in the called person’s local time (47 CFR 64.1200(c)(1)), and prior express written consent before autodialed or prerecorded telemarketing calls to a cell phone (47 CFR 64.1200(a)(2)). Florida has its own rules too: the Florida Telephone Solicitation Act (section 501.059, Florida Statutes) and the Florida Telemarketing Act (section 501.616, Florida Statutes). Our guide covers the rest.
Is skip tracing legal? Is it Florida only?
This list is: owner-occupied means a homestead exemption, which only Florida's roll carries in our data (all 67 counties, self-serve in Request Data). 210 Texas counties, 85 North Carolina counties, 70 Wisconsin counties, 145 Connecticut towns, 34 Colorado counties, 38 Minnesota counties and Maricopa County, AZ are self-serve too, without that filter. We also hold county parcel data for the counties Request Data doesn't offer yet; tell us the county and who you want to reach, and we’ll tell you what we can pull. Skip tracing itself works on any US address, so a list you already have can come from anywhere.
Ask about another stateHow fresh is the homeowner data?
Owners and addresses come from the county property appraisers’ 2025 tax roll, which the Florida Department of Revenue publishes statewide. The counts on this page were taken on 2026-10-04. A home sold after the roll was made still lists the previous owner. The phone numbers come from skip tracing, not from the roll.
How the Florida counts were madeDo you text the homeowners for me?
No. Tracer lists are built for phone calls, and Tracer doesn’t send texts. Dial by hand: federal rules require prior express written consent before autodialed or prerecorded telemarketing calls to a cell phone (47 CFR 64.1200(a)(2)).
